Maybe there was not enough light to take that photo. Usually in night scenes you need tripod or a lens that can gather lot of light to get the shot

Tripod, handrail, ground or anything with solid stable ground to set your camera in. If you are shooting in P mode, the camera will extend the shutter speed accordingly when its dark
